To provide a tire rigidity variable device which can achieve steering stability and riding quality, and to provide a tire.SOLUTION: A tire rigidity variable device includes: a rigidity variable member 60 disposed in at least one of a pair of side wall parts 8 in a pneumatic tire 1 having the pair of side wall parts 8 disposed at both sides in a tire width direction, a pair of bead parts 10 respectively disposed at the inner sides of the pair of side wall parts 8 in a tire radial direction, and a carcass layer 13 spanning the pair of bead parts 10; and a control unit 70 which provides energy to the rigidity variable member 60 to change rigidity of the rigidity variable member 60. The control unit 70 changes rigidity of the rigidity variable member 60 based on predetermined sensor output information to change rigidity of the pair of side wall parts 8 individually.SELECTED DRAWING: Figure 4
