To provide a balancer for adjusting tensile force of an overhead power line for supplying electrical energy to a train, which can reduce a tensile force variation rate while suppressing an increase in size, and to provide a balancer system.SOLUTION: A balancer 14 includes: an actuator (hydraulic hose 147 and motor 148) for adjusting tensile force of a wire; a tensile force sensor 144 provided between the wire and the actuator to detect tensile force of the wire; and a drive control unit 150 for controlling the actuator on the basis of the tensile force of the wire which is detected by the tensile force sensor.SELECTED DRAWING: Figure 2
