To ensure the line of sight (LOS) in radio communication between a mobile communication device mounted on a moving body and a fixed communication device placed on a travel route of the moving body.SOLUTION: A radio communication system 1 includes: an LOS determination unit 17 that determines whether or not the line of sight between a mobile communication device 11 and a fixed communication device 31 based on positional information of the fixed communication device 31 and the positional information of the mobile communication device 11; and a driving condition determination unit 18 that determines driving conditions for the moving body 2 to ensure line of sight when the LOS determination unit 17 determines that the line of sight is not secured.SELECTED DRAWING: Figure 2
