To assist a to-be-assisted person in climbing up/down a ladder.SOLUTION: A weight detection device detects a detection weight value Wa, which is a weight suspended by the weight detection device, and a difference weight ΔW suspended by a suspending rope 14 is obtained. From the difference weight ΔW, a target lifting speed Vt1 or target lowering speed Vt2 at which a to-be-assisted person 5 is to be moved is determined, and a constant speed is applied to the to-be-assisted person 5 so that the to-be-assisted person 5 is moved at the determined speed. Because a lifting force is applied to the to-be-assisted person 5 to climb up and a lowering force is applied to the to-be-assisted person to climb down, the to-be-assisted person 5 is assisted in moving.SELECTED DRAWING: Figure 2
