To reduce false detection of vehicles due to separated detection and improve the accuracy of observing traffic conditions.SOLUTION: Vehicle detection data including a position and speed of a vehicle traveling on a road is processed, and two vehicles traveling side by side in the same direction are extracted. It is determined whether or not these two vehicles are actually one vehicle that was falsely detected as two different vehicles based on the speed and an inter-vehicle distance of the extracted two vehicles. The determination results in setting an inter-vehicle distance determination value as a function of the speed of the extracted vehicles, and two vehicles are determined to be the one vehicle that was falsely detected as the two different vehicles when the inter-vehicle distance between the extracted two vehicles is shorter than the inter-vehicle distance determination value.SELECTED DRAWING: Figure 3
