To generate a route, for a vehicle with which electric power transmission to and from the outside while traveling is possible, in accordance with electric power demand in an area within the vehicle's route.SOLUTION: A route generation device comprises: a period information acquisition unit for acquiring period information that indicates at least one of (i) a period in which an electric power user should suppress the use of electric power, (ii) a period in which electric power supply should be increased, and (iii) a period in which the electric power user should increase electric power consumption; a section information acquisition unit for acquiring section information that indicates a section in which is provided an electric power transmission device capable of transmitting electric power to a vehicle while traveling; and a route generation unit for generating, on the basis of the period information and section information, a route for the vehicle to perform electric power transmission to and from the electric power transmission device while traveling, before the period indicated by the period information.SELECTED DRAWING: Figure 1
