To provide a submersion detection device, a submersion detection system, and a submersion detection program capable of detecting submersion easily without separately installing a submersion sensor in a vehicle.SOLUTION: A submersion detection device acquires rainfall data from a weather information center (100), acquires traffic data from a database and each vehicle (102), and determines as submersion an area where the traffic volume of vehicles is zero during or after rainfall and an area where the probability that the traffic volume of the vehicles in normal times will be zero is lower than a predetermined threshold value based on the rainfall data and the traffic data, assuming that the state where the amount of rainfall is less than the predetermined value is the normal time (104 to 110).SELECTED DRAWING: Figure 5
