To provide a rotation measuring device and a rotation measuring method capable of quantitatively measuring the twisting of an underwater cable.SOLUTION: A rotation measuring device 100 comprises a pressure-resistant vessel 110, a fixture 170 to fix the pressure-resistant vessel to an underwater cable 30, and a measurable sensor 120 built in the pressure-resistant vessel and to measure the rotation measurement value which is the state quantity related to the rotation of the pressure-resistant vessel, where the pressure-resistant vessel can keep the inside thereof watertight without deformation at the water depth reached by the tip of the underwater cable the base end of which is attached to a ship and the tip of which is suspended in the water.SELECTED DRAWING: Figure 2
