To provide an information processing device, information processing system, arrangement plan method, and arrangement plan program capable of restricting a detection range of a detection device from being blocked even when a time change occurs in a parking environment.SOLUTION: An information processing system 1 includes an information processing device 100 for planning arrangement of vehicles in a parking lot 2 for enabling parking of a plurality of vehicles. The information processing device includes: a determination section 110 for determining a block state by a vehicle in a visual field of a detection device 10 for detecting a predetermined parking space in the parking lot based on entering or leaving of the first vehicle; and a re-arrangement plan section 120 for planning re-arrangement of the second vehicle during parking in a first parking space of the parking lot to a second parking space based on a determination result of the determination section.SELECTED DRAWING: Figure 1
