To determine a plan and arrangement proposal on the basis of any KPI priority information.SOLUTION: An operation arrangement proposal generation device 10 comprises: a learning data generation part 132 for giving corresponding KPI priority information to each history of an operation arrangement proposal which is a modification method proposal of a plan and generating learning data; and an operation arrangement proposal generation part 1200 for determining the operation arrangement proposal maximizing a predetermined object function on the basis of the plan needed to be modified and any KPI priority information by using an operation arrangement restriction model 1202 having the learning data by machine learning as teacher data.SELECTED DRAWING: Figure 1
