To provide a brake mechanism and reaction wheel that are small-sized, are light-weight, and have a long life.SOLUTION: A brake mechanism comprises: a frame; a rotor disposed so as to face the frame; an electromagnet disposed between the frame and the rotor; and an energization member that is mounted on the frame and energizes the electromagnet to the frame side. At least a portion of the part of the rotor facing the electromagnet is formed from ferromagnetic material. The electromagnet is energized by the energization member so that the electromagnet is separated from the rotor at the time of non-excitation of the electromagnet; the rotor is braked by the electromagnet coming in contact with the rotor while resisting energization force of the energization member at the time of excitation of the electromagnet.SELECTED DRAWING: Figure 2
