To provide a technology that can effectively attract attention to a subsequent vehicle to prevent the occurrence of a rear-end collision accident in which the subsequent vehicle runs into a preceding vehicle from behind.SOLUTION: A detection data input unit receives input of vehicle detection data including the speed of a vehicle detected in a target area that is set to a track. A determination unit determines the necessity of attracting attention to a determination target vehicle extracted from the vehicles input to the detection data input unit based on the speed of the determination target vehicle and a determination reference speed. A determination reference speed determination unit determines the determination reference speed by using the vehicle detection data of a vehicle detected prior to the determination target vehicle.     【課題】後続車両に対して、先行車両に追突する追突事故を起こさせないための注意喚起が効果的に行える技術を提供する。【解決手段】検知データ入力部には、走行路に対して設定された対象エリアにおいて検知された車両の速度を含む車両検知データが入力される。判定部が、検知データ入力部に入力された車両の中から抽出した判定対象車両に対する注意喚起の要否を、判定対象車両の速度と、判定基準速度とに基づいて判定する。判定基準速度決定部が、判定対象車両よりも以前に検知された車両の車両検知データを用いて判定基準速度を決定する。出力部が、判定部の判定結果を出力する。【選択図】図3
