To make it possible to effectively attract attention to prevent a rear-end collision accident in which a vehicle runs into a preceding vehicle which travels while complying with the speed limit.SOLUTION: A detection data input unit receives input of first vehicle detection data including the speed of a vehicle traveling in a first target area that is set to a track. A calculation unit calculates a determination value indicating variations in the speed of the vehicle in the first target area by using the first vehicle detection data. A determination unit determines the necessity of attracting attention on the upstream side of the first target area based on the calculated determination value.
