To provide a charge/discharge device, a charge/discharge control method, and a computer program that exhibit high responsiveness while following a predetermined sequence according to a charge/discharge method.SOLUTION: A charge/discharge device that includes a connector with an in-vehicle power line that is connected to a power storage battery installed in a vehicle, and controls charging/discharging in the power storage battery includes a communication unit that communicates with an in-vehicle control device that switches ON/OFF of a relay on the vehicle side that is interposed in the in-vehicle power line, a communication control unit that transmits and receives a message from the communication unit to and from the in-vehicle control device on the basis of a predetermined sequence, and a connection standby state maintenance unit that maintains the connection standby state in which a relay on the vehicle side is turned ON while maintaining the communication connection with the vehicle even while the power storage battery is not being charged or discharged after the relay on the vehicle side has been switched to ON on the basis of the predetermined sequence.SELECTED DRAWING: Figure 4
