To provide a heat exchanger capable of suppressing staying of an oil, and to provide a refrigeration cycle device.SOLUTION: An apparatus cooler 14 includes a core part 140 which is constituted by alternately laminating a plurality of refrigerant flow passage parts 141 where a refrigerant circulates and a plurality of heating medium flow passage parts 142 where a heating medium circulates. In the plurality of refrigerant flow passage parts 141, a dimension in the first direction orthogonal to a lamination direction DRst of the core part 140 out of an outside dimension is larger than a dimension in the second direction orthogonal to each of the lamination direction DRst and the first direction. In the core part 140, a refrigerant distribution part 143 serving as an inlet of a refrigerant and a refrigerant collection part 144 serving as an outlet of a refrigerant are provided at each of the plurality of refrigerant flow passage parts 141, and it is installed in a posture in which the first direction is close to the vertical direction. Furthermore, the refrigerant collection part is set in a position closer to a lower end portion 141b of the refrigerant flow passage part 141 than an upper end portion 141a of the refrigerant flow passage part 141.SELECTED DRAWING: Figure 6
