To detect a short-circuit abnormality of a communication line in a mode in which a short-circuit state occurs intermittently.SOLUTION: There is provided a communication abnormality detection device (10) according to the present invention of a communication system that performs communication on the basis of a potential difference between paired communication lines. The communication abnormality detection device according to the present invention includes a determination unit (110) that determines whether a pair of communication lines is short-circuited at every predetermined cycle, a counter update unit (112) that increments a first counter value by a first predetermined value when the determination unit determines that there is a short-circuit state at every predetermined cycle, and increments a second counter value by a second predetermined value when the determination unit determines that there is no short-circuit state, a short-circuit abnormality detection unit (116) that detects a short-circuit abnormality of the pair of communication lines when the first counter value exceeds a first threshold value equal to or higher than a first predetermined value, and a reset unit (114) that resets the first counter value when the second counter value exceeds a second threshold value equal to or higher than the second predetermined value.SELECTED DRAWING: Figure 4
