To provide a state determination device, a state determination system, and a state determination program, capable of improving accuracy of determining a state of a driver.SOLUTION: A state determination device 10 according to an embodiment of the present invention comprises: a signal intensity calculation unit 102 for calculating intensity for each frequency component with respect to an electrocardiographic signal acquired from a driver; an integrated value calculation unit 103 for calculating an integrated value of intensity of respective frequency components or an integrated average value, the average value of the integrated values; and an integrated value determination unit 106 for determining a level of noise included in the electrocardiographic signal on the basis of comparison between the integrated value or the integrated average value and integrated value determination thresholds corresponding to the values.SELECTED DRAWING: Figure 2
