To accurately predict a congestion of a road.SOLUTION: An information acquisition unit 110 acquires outward path information and timing information. The outward path information is information relating to at least a part of movement histories from when a plurality of vehicles located in an object area 30a depart from a departure place to when the vehicles enter the object area 30. The timing information indicates an estimation result of timing in which the plurality of vehicles moves from the object area 30a (or timing in which the vehicles start moving). A prediction processing unit 120 uses the outward path information and the timing information to generate congestion prediction data of roads outside of the object area.SELECTED DRAWING: Figure 1
