An evaluation value calculation unit calculates evaluation value based on the actual data by using the evaluation function corresponding to each constraint condition regarding the vehicle allocation, and a weight calculation unit obtains the weights corresponding to the individual constraints on the vehicle allocation so that the sum of all the weights is 1, based on the actual data. A constraint condition setting unit sets the constraint condition by calculating the total of the product of the calculated evaluation value and the weight for a combination of a plurality of constraint conditions as the overall evaluation value, and a vehicle allocation unit allocates vehicles to each berth based on information including information on temporary vehicle allocation and information on constraints.SELECTED DRAWING: Figure 1
