To provide a controller and an input device which can improve the determination accuracy.SOLUTION: An input device 1 includes: a detector 2 for outputting the amount of detection varied according to a user operation; and a controller 3 for performing a control according to the amount of detection. The detector 2 includes a plurality of detection regions. The controller 3 has a calculator 20 for inputting the detection amount from the detector 2 and calculating the ratio of detection amounts in the plurality of detection regions. The controller 3 includes a determination unit 21 for determining the operation manner of the detector 2 by a user, on the basis of the ratio determined by the calculation unit 20.SELECTED DRAWING: Figure 1
