To provide a vehicle control system, a vehicle control method, and a program that can control vehicles so that a crew can easily get on or off according to the state of the crew.SOLUTION: A vehicle control system 1 includes: a recognition unit for recognizing a peripheral environment of a vehicle; an action plan generation unit and a second control unit 160 as a driving control unit for performing at least one of speed control and steering control of the vehicle based on a recognition result of the recognition unit; and a schedule information acquisition unit for acquiring schedule information on a crew of the vehicle. The driving control unit determines a getting-off mode in which the vehicle lets the crew get off or a getting-on mode in which the vehicle lets the crew get on based on the schedule information acquired by the schedule information acquisition unit.SELECTED DRAWING: Figure 1
