To accurately detect an obstacle that hinders traveling of a vehicle.SOLUTION: A tracking data acquisition unit acquires tracking data indicating a traveling locus of a vehicle in a target area set for a traveling path on which the vehicle travels. An image processing unit processes a frame image related to a moving image obtained by capturing the target area, and detects a captured object. A determination unit determines whether or not an object other than the vehicle has an obstacle that hinders the traveling of the vehicle by using the tracking data.SELECTED DRAWING: Figure 3
