To perform an obstacle detection that considers comfort of a passenger in a vehicle.SOLUTION: An information acquisition unit 4 acquires vehicle state information that is a numerical value which indicates a state of a vehicle 1 and passenger state information which indicates a state of a passenger of the vehicle 1. A comfort level calculation unit 5 calculates a numerical value representing a comfort level of the passenger using the passenger state information.
