To enable suppression of an output of a radio wave whose use is not permitted while reducing time and labor of a user.SOLUTION: A vehicle communication device is used in a vehicle and includes: a wireless control section 104 for periodically transmitting information through a regulated radio wave being the radio wave of a predetermined frequency band; a position identification section 101 for identifying a present position of a self-vehicle; and a permission determination section 103 for determining whether or not a present position of the self-vehicle to be identified by the position identification section 101 is within a specific area which is predetermined and where use of a regulated radio wave is permitted. The wireless control section 104 allows stoppage of a regulated radio wave not to be performed when the permission determination section 103 determines that a present position of the self- vehicle is within a specific area, and allows stoppage of a regulated radio wave to be performed when the permission determination section 103 determines that a present position of the self-vehicle is out of a specific area.SELECTED DRAWING: Figure 1
