To appropriately execute switching of a relay device.SOLUTION: A vehicle communication control device according to the present embodiment comprise: a communication control part for transmitting and receiving a radio signal between itself and at least one of a plurality of relay devices arranged in a predetermined area where a vehicle travels, to establish radio communication with the one relay device to communicate with an external device via the one relay device; and a relay switching part for switching the one relay device as an object for which the radio communication is established, from a first relay device to a second relay device according to success/failure of a predetermined condition based on a reception intensity of a first radio signal as a radio signal transmitted and received with the first relay device and a reception intensity of a second radio signal as a radio signal transmitted and received with the second relay device when it becomes possible to transmit and receive the radio signal with the second relay device that is different from the first relay device, in a situation where the vehicle travels in a state of establishing radio communication with the first relay device out of the plurality of relay devices.SELECTED DRAWING: Figure 5
