To provide a rotation control device and a crane with the rotation control device without the need of supplying an electric power to a driving source which makes a cargo rotate around a vertical axis.SOLUTION: A rotation control device comprises: a hook sheave 10a; a hydraulic pump 32 operating based on a force transmitted from a main wire rope 14 to the hook sheave and a rotating direction of the hook sheave; a hydraulic motor 33 connected to the hydraulic pump in a closed circuit and driven by the hydraulic oil discharged from the hydraulic pump; a rotary drive valve 35 provided between the hydraulic pump and the hydraulic motor to be switched among a state where the hydraulic oil is supplied from one side of the hydraulic motor, a state where the hydraulic oil is supplied from the other side of the hydraulic motor, and a state where the hydraulic oil is not supplied to the hydraulic motor; a rotary control valve 34 having a bypass circuit for returning, to the hydraulic pump, the hydraulic oil discharged from the hydraulic pump formed on an upstream side of an electromagnetic switching valve, and provided on the bypass circuit; and a main hook 10b rotated around a vertical axis by the hydraulic motor.SELECTED DRAWING: Figure 3
