To desirably detect a GPS deception, which is a situation in which a GPS apparatus of an unmanned aircraft is receiving a deception signal.SOLUTION: A GPS signal acquires the position of an own machine, and an on-ground station 20 controls the flight of an unmanned aircraft 10 used for a navigation device 15. The on-ground station 20 includes: position measurement means 24 for measuring the position of the unmanned aircraft 10 and a controller 28. The controller 28 acquires the trace of the unmanned aircraft 10, and determines whether the unmanned aircraft 10 is receiving a deception signal as a GPS signal on the basis of the displacement of the acquired trace from a scheduled course if the displacement becomes gradually large.SELECTED DRAWING: Figure 2
