To provide an elastic bush capable of improving oscillation attenuation performance of a suspension arm, and provide a suspension.SOLUTION: A bush comprises an inner cylinder, an outer cylinder arranged on the outer periphery of the inner cylinder and surrounding the outer periphery of the inner cylinder, and an elastic body that elastically couples the inner cylinder and the outer cylinder. The inner cylinder comprises a bulging part bulging radially outward in a symmetrical shape around the axis of an axially intermediate part on the outer periphery of the inner cylinder. The outer cylinder comprises a recessed part that surrounds the outer periphery of the bulging part on the inner periphery of the outer cylinder and is recessed radially outward. The bulging part and the recessed part are formed in a spherical shape at least on one end side in the axial direction. The recessed part has an overlapping part that overlaps with the bulging part in an axial view.SELECTED DRAWING: Figure 1
