To provide a road condition estimation method capable of suppressing the size and weight of a module by reducing computational complexity concerning the estimation of road conditions, and provide a road condition estimation device as well as tires.SOLUTION: A road condition estimation method includes: a step of detecting vibration of a tire in traveling; a step of extracting a partial vibration signal of a predetermined time span from 2-places of different time in the detected tire vibration signal; a step of extracting a component of a predetermined frequency band every extracted partial vibration signal; a step of calculating a vibration level every extracted frequency band; a step of calculating a vibration level ratio being a ratio between a vibration level in one time and the vibration level in the other time; and a step of estimating road conditions based on the calculated vibration level ratio.SELECTED DRAWING: Figure 5
