To provide an improved heating panel and a manufacturing method thereof.SOLUTION: A heater panel includes a core. A heater/dielectric layer including a positive temperature coefficient (PTC) heater layer between a pair of dielectric layers is bonded to a core in a stack. An impact layer is in contact with the stack, and the impact layer includes a first sub-layer for shock absorption, which is joined to the stack, and a second sub-layer for cut resistance, which is joined to the first sub-layer. The second sub-layer has a material hardness higher than that of the first sub-layer.SELECTED DRAWING: Figure 1
