To provide a communication relay device that can prevent a drop due to a strong wind of the communication relay device up in the sky suitable for constructing a three-dimensional network.SOLUTION: A high altitude platform station (HAPS) is a communication relay device that is equipped with a relay communication station for performing radio communication with a terminal device and can fly up in the sky by autonomous control or control from the outside, and includes a flight control unit that controls flight of the communication relay device on the basis of flight control information determined so as to reduce an impact of a strong wind occurring around the HAPS. The flight control information includes information for controlling at least one of the flight direction, velocity, altitude, attitude, flight route, and flight pattern of the HAPS.SELECTED DRAWING: Figure 10
