To provide a technique of reducing the possibility of setting a route with an unnecessarily high toll.SOLUTION: The route setting system includes: an early arrival request determination unit for determining whether there is a request for an early arrival to a destination; and a route setting unit for setting a route to be travelled to the destination on the basis of the economic efficiency and the required time, and also setting the route to be travelled to have a higher economic efficiency when there is no request for an early arrival than when there is a request for an early arrival.SELECTED DRAWING: Figure 2
