To provide a technique of allowing an unmanned vehicle to wait at an appropriate parking lot.SOLUTION: A route setting system includes: a stay period acquisition section for acquiring a stay period of an occupant at a destination when a vehicle becomes the unmanned vehicle by alighting of the occupant at the destination; a route setting section for setting an unmanned travel route for allowing the vehicle to go to a waiting parking lot from the destination, to wait at the waiting parking lot, and then to return to the destination from the waiting parking lot during the stay period; and a parking lot selection section for selecting a waiting parking lot from multiple parking lots by putting more emphasis on expensiveness of parking fee than on shortness of a distance from the destination.SELECTED DRAWING: Figure 2
