To provide a road map creation device, program and method that automatically allocate a traffic signal light to a road lane by a change in speed of a vehicle during traveling.SOLUTION: A road map creation device 1 comprises: a road map storage unit 101 that stores a location range of each road lane, and a location of each traffic signal light; a vehicle state storage unit 102 that stores the location and the speed for each vehicle; a traffic signal light state acquisition unit 103 that acquires a lighting state for each traffic signal light; a road lane selection unit 11 that selects a road lane included in a first prescribed range from the location of the traffic signal light of an estimation object, using the road map storage unit 101; a road lane vehicle speed calculation unit 12 that calculates a statistical speed in the vehicle traveling on the selected road lane, using the vehicle state storage unit 102; a correlation value calculation unit 13 that calculates a correlation value between the lighting state of the traffic signal light and the statistical speed of the vehicle; and a traffic signal light allocation unit 14 that, when the correlation value satisfies a prescribed positive correlation, allocates the traffic signal light to the road lane where the vehicle travels.SELECTED DRAWING: Figure 3
