To provide a rail vehicle capable of reducing life cycle cost even when it is difficult to secure a mounting space of underfloor equipment because of its small vehicle limit and a method of controlling the rail vehicle.SOLUTION: A railway vehicle 300 includes an air conditioner 100 generating conditioned air supplied to a passenger cabin of the railway vehicle 300 and a propulsion device 110 provided adjacent to the air conditioner 100 under a floor along a longitudinal direction of the railway vehicle 300.
