To provide a detection device, detection method, and program, which allow for detecting a factor hindering movement of a mobile body and providing information pertaining to the hindering factor while keeping the information processing load and communication load low.SOLUTION: A server of an information provision system acquires behavioral information pertaining to change in travel direction of a mobile body from a terminal device on the mobile body, and determines whether the mobile body has taken evasive action or not from the behavioral information.SELECTED DRAWING: Figure 10
