To perform adjustment of two-step spring characteristics at low cost.SOLUTION: A railway vehicle stopper 1 includes a first rigid member (a lower metal fitting 2) having an annular support part 6 and a fixed part 7 positioned at an outer peripheral side of the support part 6 and fixed to a vehicle body or a truck frame, a second rigid member (an upper metal fitting 3) arranged to face the truck frame or the vehicle body with an interval, a rubber elastic body 4 elastically connecting the support part 6 of the lower metal fitting 2 with the upper metal fitting 3, a third rigid member (a press-in metal fitting 5) mounted inside the support part 6 of the lower metal fitting 2 to form an air chamber 30 between the lower metal fitting and the upper metal fitting 3, an abutment member (an abutment part 22) connected to the upper metal fitting 3, and a communication path 31 provided in the press-in metal fitting 5 to allow the air chamber 30 to communicate with the outside.SELECTED DRAWING: Figure 1
