To reduce traffic by efficiently using network resources and thereby shorten a communication delay time when a mesh network is formed by installing a large number of radio communication terminals on a vehicle.SOLUTION: When each radio communication terminal transmits data, a vehicle radio communication system determines priority according to a type of transmission target data, selects a wide-area radio communication function if the priority is high, selects a narrow-area radio communication function if the priority is low, and performs radio communication. The high or low priority of each piece of data is variable according to a change in situation such as emergency. Also in the case where each radio communication terminal relays data, the vehicle radio communication system determines priority according to a type of data, and selects either wide-area radio communication or narrow-area radio communication. The wide-area radio communication and narrow-area radio communication are different in communication format from each other.
