PROBLEM TO BE SOLVED: To provide a vehicle radio communication device and a radio communication system, capable of suppressing the incapability of setting a service channel identified by channel information to be a reception channel.SOLUTION: The vehicle radio communication device to be used for a vehicle includes: a first radio receiver unit 42 to which a plurality of service channels are settable and which sets a service channel, determined from the plurality of service channels according to a service type, to be a reception channel, to receive service execution information; a second radio communication unit 43 which sets a control channel, which is a different frequency channel from the plurality of service channels settable by the first radio receiver unit 42, to be the reception channel, to receive service notification information including channel information; and a reception control unit which sets the reception channel of the first radio receiver unit 42, on the basis of the channel information included in the service notification information received by the second radio communication unit 43.
