To provide a rubber composition for tires which is excellent in wet grip performance, and a pneumatic tire.SOLUTION: The rubber composition for tires contains a rubber component, silica, and a silane coupling agent. The blending amount A of the silica based on 100 pts.mass of the rubber component and the storage modulus E' [MPa] at 20°C, the relaxation time τ [s] at 70°C, and the peak shear modulus G' [MPa] at 70°C of a vulcanized rubber of the rubber composition for tires satisfy a relationship of the following inequality (I): A×τ×G'/E'≥130,000.SELECTED DRAWING: None
