To provide an actuator capable of improving a travel speed of a self-propelled robot moving based on peristalsis movement, and a self-propelled robot.SOLUTION: An actuator comprises: an outer cylinder; an inner cylinder provided inside the outer cylinder; and an end part member provided at each axial end part of the outer cylinder and inner cylinder, and forming a closed space together with an inner periphery of the outer cylinder and an outer periphery of the inner cylinder. The actuator contracts axially and expands radially by supplying fluid to the closed space. The outer cylinder comprises a regulation member configured to regulate radially integral expansion in contraction following supply of the fluid.SELECTED DRAWING: Figure 1
