To realize the optimum traffic state even when the number of mobile bodies is increased.SOLUTION: A simultaneous dynamic control simulation execution unit 31 executes a simulation of a traffic state when a behavior is taken, that includes an indication of routes to take to mobile bodies to pass respective sections and an indication to respective traffic lights, through the use of a value function with respect to a combination of a state expressing a traffic state with a behavior including an indication of routes to take to mobile bodies to pass respective sections and an indication to respective traffic lights. A value function parameter learning unit 32 learns a parameter of a value function on the basis of a result of a simulation by the simultaneous dynamic control simulation execution section 31.SELECTED DRAWING: Figure 1
