To provide an operation simulator for confirming whether an automatic driving vehicle can perform an appropriate operation in accordance with environment, and an operation confirmation method of such an automatic driving vehicle.SOLUTION: An operation simulator includes: environmental condition acquisition means 11 for acquiring environmental condition information representing an environment condition of an automatic driving vehicle; a rule base processing unit 12 for using rule information representing a rule in which an operation of the automatic driving vehicle corresponding to the environment condition of the automatic driving vehicle is defined to determine an operation corresponding to the environment condition represented by the environmental condition information acquired by the environment condition acquisition means on the basis of the rule represented by the rule information; and output means 14 stage for outputting operation information representing the operation determined by the rule base processing unit.SELECTED DRAWING: Figure 1
