To provide a sound insulation material which has both excellent lightweight and sound insulation properties.SOLUTION: A sound insulation material 1 comprises a foamed part 2 and a surface layer 3 covering the foamed part 2. The foamed part 2 and surface layer 3 are both made of mutually different materials. The foamed part 2 has a density equal to or less than 100 kg/m, and the surface layer 3 has a density more than 100 and equal to or less than 10,000 kg/m, and has a permeation amount equal to or less than 5 L/min/cm.SELECTED DRAWING: Figure 1
