To transmit a plurality of radio signals having different data sizes and the degrees of a tolerable data loss in an appropriately coexistent manner.SOLUTION: A radio communication device includes a storage unit, a setting unit, a generation unit, and a communication unit. The storage unit stores a non-real-time signal which is not a real-time transmission target. The setting unit sets data transmission setting which includes at least one of the real-time signal of the real-time transmission target and the non-real-time signal which are included in the transmission target signal, according to the moving state of a moving body.
