To reduce the number of vehicle sensors without largely changing control contents of traffic management such as signal control.SOLUTION: Unit areas are set within an object area. Estimation processing by using a traffic flow model with a unit area as an object is performed based on vehicle sensor information and signal control result information related to traffic control units arranged within an object area, so as to acquire information related to a traffic state within a unit area. Then, virtual vehicle sensor information to be treated as the information acquired from virtual vehicle sensors which determine that vehicle sensors are arranged at predetermined positions within a unit area, is generated based on information related to a traffic state of a unit area. Especially, signal control information for controlling the signal control units is generated based on virtual vehicle sensor information.SELECTED DRAWING: Figure 3

    【課題】信号制御などの交通管理の制御内容を大幅に変更することなく、車両感知器を削減できるようにする。【解決手段】対象エリア内に単位エリアを設定し、車両感知器情報、および対象エリア内に設置された信号制御機に関する信号制御実績情報に基づいて、単位エリアを対象として交通流モデルを用いた推計処理を行って、単位エリア内の交通状況に関する情報を取得し、単位エリアの交通状況に関する情報に基づいて、単位エリア内の所定の位置に車両感知器が設置されたとみなす仮想車両感知器により取得したものとして取り扱う仮想車両感知器情報を生成する。特に、仮想車両感知器情報に基づいて、信号制御機を制御するための信号制御情報を生成する。【選択図】図3
