To appropriately determine a travel or stop priority of each automatic driving vehicle in an area where scheduled traveling routes overlap.SOLUTION: A control part of a traffic management device creates scheduled traveling routes of a plurality of vehicles on the basis of current positions and destinations of the plurality of vehicles that are received through a communication part, or receives the scheduled traveling routes of the plurality of vehicles through the communication part to determine whether two or more adjacent vehicles from the plurality of vehicles, which have estimated travel times or estimated arrival times in the same time zone in an area where the scheduled traveling routes overlap, exist or not. When the adjacent vehicles exist, travel and stop priorities for each of the adjacent vehicles in the area are determined based on information related to passengers getting on each of the adjacent vehicles.SELECTED DRAWING: Figure 1
