To achieve mutual optimization to perform monitoring control even when an unknown monitoring target and a known monitoring target are mixed in monitoring targets.SOLUTION: A search degree (information indicating uncertainty of information related to risk potential 28 in a region 12 in need of monitoring) and a follow-up degree (information expressed by a product of a degree of importance of the risk potential and a coverage ratio (a ratio of overlapping between the risk potential and a mobile body 10)) is mutually analyzed, and a plurality of mobile bodies 10 are allocate to search and the follow-up. In a mobile body allocation part 68, in order that each of the search degree and the follow-up degree satisfies a predefined criterion, the risk potential to be monitored is determined, and the plurality of mobile bodies 10 are allocated to the risk potential determined to be the potential to be monitored (simultaneous optimization). Each of the simultaneously optimized mobile bodies 10 starts movement to the allocated risk potential and monitors the risk potential.SELECTED DRAWING: Figure 1

    【課題】監視対象の中に未知の監視対象及び既知の監視対象が混在しても、相互に最適化を図って監視制御を行う。【解決手段】探索度(監視を必要とする領域12におけるリスクポテンシャル28に関する情報の「不確かさ」を表す情報)及び追従度(リスクポテンシャルの重要度と、被覆率(リスクポテンシャルと移動体10との重複率)との積で表される情報)を相互に解析し、複数の移動体10を、探索又は追従に振分ける。移動体振分け部68では、探索度及び追従度の各々が、予め定めた水準を満足するように、監視すべきリスクポテンシャルを判定し、監視すべきリスクポテンシャルとして判定されたリスクポテンシャルに、複数の移動体10を割り当てる(同時最適化)。同時最適化された各移動体10は、割り当てられたリスクポテンシャルへの移動を開始し、リスクポテンシャルを監視する。【選択図】図1
