PROBLEM TO BE SOLVED: To contribute to the identification of the cause of transition to an unexpected travel prohibition state.SOLUTION: A vehicle control device according to an embodiment comprises a transition control part and an acquisition part. The transition control part shifts a vehicle to a travelable state or a travel prohibition state on the basis of at least a user operation, in the vehicle that is travelably provided by using an electric motor as a driving source.
