PROBLEM TO BE SOLVED: To provide a road traffic management device and a road traffic control method capable of estimating an information on a wide range of roads with a small number of exclusive lane traveling vehicles.SOLUTION: A road traffic management device according to the embodiment includes an acquisition part, a traffic information generation part, a congestion degree calculation part, and a fixed cycle driving support part. The acquiring part acquires a traveling position of an exclusive lane traveling vehicle traveling an exclusive lane and a captured image obtained by capturing the dedicated lane and surroundings of the dedicated lane by an imaging part of the exclusive lane traveling vehicle at the traveling position. The traffic information generating part generates traffic information around the exclusive lane based on the captured image and the traveling position. The congestion degree calculation part calculates a degree of congestion around the exclusive lane traveling vehicle at the traveling position based on the captured image and the traveling position. When the calculated degree of congestion is equal to or higher than a predetermined degree of congestion which hinders the operation of the dedicated lane traveling vehicle, the fixed cycle driving support part performs the fixed cycle driving support processing for supporting the operation of the dedicated lane traveling vehicle at a fixed cycle.SELECTED DRAWING: Figure 1
